Organization Management Statutes

Article 1
In order to standardize the organization and activities of the 和合世界(互惠)委员会 and safeguard the rights and interests of the Foundation, the Committee and the donors, and to promote the legal and effective use of funds, the regulations are hereby concluded:
 
Article 2
The fund raising, management and application of the Committee are governed by the provisions of the statute. For those not stipulated in this statute, the rules of implementation of the funds of other related committees shall be applied. The above detailed rules of implementation shall be submitted to the higher authority for approval after they are proposed to the Committee and reviewed and approved by more than three persons.
 
Article 3
This Committee’s sources of funds are as follows:
1. Donations from individuals, legal persons, estates, and organizations at home and abroad.
2. Fund-raising activities, charity bazaars and operating incomes.
3. The Foundation allocates funds through budgetary procedures.
 
The funds of the Committee shall be deposited in the Foundation account, and the appropriation shall be implemented after the passing of the Committee members and submitting the budget and special budget plan to the Foundation for approval.
 
After the appropriation of funds, a special account for budget implementation shall be established and procedures shall be regulated.
 
Article 4
When financial assets whether Inseparable properties or securities such as movable properties or real estates are raised by the Committee, they shall be executed in accordance with the use purpose specified by the donor. If no use is specified, the Committee shall convene a council to present a proposal to vote in favor of the use of the properties by three members, and send it to the Foundation for approval.
 
Article 5
Members of the Committee shall, in accordance with their rights and responsibilities, handle the following matters:
1. The budget meeting of the Committee shall be convened every quarter, and submitted to the higher authority after review and discussion.
2. To check and ratify the management, operation and arrangement of financial funds.
3. To review and discuss the Committee’s financial report and appropriation for profit and loss.
4. To check and ratify the Committee’s financial and capital management, application and announced matters.
 
Article 6
The Committee has five members, and special administrative expenses may be required for the administrative operations of the Committee.
 
The special administrative expenses of the preceding item shall require holding the members' council, for its proposal to be presented, discussed and by three members affirmatively voted, sent to the Foundation for approval.
 
Article 7
The purpose of the Committee’s funds is as follows:
1. The administrative, business and salary expenses required for the operation of the Committee.
2. Extended expenses for developing and promoting the public welfare undertakings.
3. Subsidies and distribution of materials for disadvantaged groups, low-income households and disabled people.
4. Assistance in granting scholarships for disadvantaged children.
5. Costs related to mutual support and cooperation between the government and the public welfare organizations.
6. The expenses that can promote the rest of public welfare undertakings and benefit the society.
 
The preceding expenditures shall be subject to relevant procedures and submitted to the Foundation for approval.
 
Article 8
The capital should be required for administrative operations and may purchase movable assets, real estates and marketable securities.
 
Article 9
The accounting system of this Committee should be based on the provisions of the accounting system.
 
Article 10
The Committee shall hold a final account meeting every quarter and submit its financial report.
 
Article 11
If there is balance in the final account of the Committee every quarter, the remaining deposits shall be turned over to the supervision account.
 
Article 12
The rules laid down in the regulations and the related handling methods shall establish the handling procedures in accordance with the regulations.
